Watch My Congressional Testimony!

​The Select Committee on the Modernization of Congress is doing critically important work to modernize and improve the functioning of Congress.  I was thrilled to participate in this hearing on Jan 14th, discussing how Congress can reclaim its Article I powers and restore balance between the executive and legislative branches.  My comments focused on changes in the capacity of the executive branch over time.
